QUASI PRESUMPTIVE SERVICE-CONNECTION:
If you broke any bones in-service AND there is medical evidence (x-ray, surgical report, or casting) then the rater should grant service-connection in MOST cases. See M21 V.iii.1.F.1.a.
The majority of ratings are based on limitation of range of motion (ROM).
Ratings based on severity of injury to the muscle itself. Most Veterans are NOT rated under this schedule.
